1 lb ground beef or ground turkey

1 medium onion, diced

3 cloves garlic, minced

1 cup diced bell peppers (red, yellow, or green)

1 cup cauliflower rice (fresh or frozen)

1/2 cup sugar-free ketchup

1 tablespoon Worcestershire sauce

1 teaspoon yellow mustard

1 teaspoon smoked paprika

1/2 teaspoon salt

1/4 teaspoon black pepper

1 cup shredded cheddar cheese

1/2 cup cream cheese, softened to room temperature

3 large eggs

1/4 cup heavy cream

Optional toppings: sliced pickles, chopped green onions, additional shredded cheese

Instructions
 

Preheat the Oven: Start by preheating your oven to 350°F (175°C) to ensure it reaches the right temperature for baking.

    Cook the Meat: In a large skillet over medium heat, add the ground beef or turkey. Cook until browned, breaking it apart with a spatula as it cooks. If there is excessive fat, drain it off. Add the diced onion and minced garlic to the skillet, cooking until the onion turns translucent, about 3-4 minutes.

      Add Vegetables: Stir in the diced bell peppers and cauliflower rice. Continue cooking for about 3-5 minutes, allowing the peppers to soften and mix in with the meat.

        Mix Sauce Ingredients: In a separate small bowl, combine the sugar-free ketchup, Worcestershire sauce, yellow mustard, smoked paprika, salt, and black pepper. Stir until well blended. Pour this sauce over the meat and vegetable mixture in the skillet and toss to combine. Let it simmer for an additional 2-3 minutes for the flavors to meld.

          Prepare the Casserole Mixture: In another bowl, whisk together the softened cream cheese, eggs, and heavy cream until smooth and creamy. This mixture will act as the custard base that binds the casserole.

            Assemble the Casserole: Grease a 9x13 inch baking dish with cooking spray or olive oil. Spread the meat and vegetable mixture evenly across the bottom of the dish. Pour the cream mixture on top, ensuring it evenly covers the meat. Finally, sprinkle the shredded cheddar cheese generously over the entire surface.

              Bake the Casserole: Place the baking dish into your preheated oven and bake for 25-30 minutes. You want the cheese to melt, become bubbly, and turn golden brown, while the casserole itself sets firmly.

                Serve: Once baked, allow the casserole to rest for 5-10 minutes before slicing into portions. Garnish with optional toppings like sliced pickles or chopped green onions to enhance flavor and presentation.
